A list is also a plan that is approved. It is necessary for approved item to be listed and kept for future references, in the same manner that listed items, must be set aside for future consideration. In contrast, approved things may be listed, but a list of things may not be approved. In other words, you can make a list of terms that may be approved but you may not approve of a list that is not acceptable. A listed plan may or may not be agreed upon or considered. The approval of certain lists depends on its content. There are listed items that cannot be approved or accepted. But there are approved items that need to be listed for further confirmation. Moreover, the term approved and listed may mean the same in some aspects, and contradict each other in one or two instances.
